During the 2009 / 2010 period the ANDRA National Control Council (NCC) requested, and passed, subsequent motions for changes to the current Technical Inspection / Log Book system. The NCC moved to align the ANDRA Vehicle Technical Inspection expiry with the ANDRA Log Book expiry. This would see a vehicle technical inspection conducted prior to the issue, or renewal, of the vehicle Log Book.

Changes for this procedure have been included in the up and coming 2010/2011 ANDRA Rulebook. The new procedure that will need to be adopted by all ANDRA Technical Inspectors and competitors will be as follows;

Tech Inspections

Step 1. ANDRA issues a log book renewal notice or a new log book application is sent out or downloaded from the ANDRA web site.

Step 2. The vehicle owner registered in the log book, or new applicant, obtains a technical inspection from a listed Technical Inspector. These details can also be obtained from the relevant Division Director. The Technical Inspector provides two copies of the Technical Inspection Form to the log book holder / applicant.

Step 3. The log book renewal / new application is completed by the log book owner / applicant and returned to ANDRA Head Office for processing. This must be accompanied by the ‘office copy’ of the issued technical inspection form and the required fees. The log book renewal / application will then be processed and the log book and technical inspection sticker will be returned to the log book owner. The sticker / labels serial number is to be written in the log book by head office at the time of issue.

The only exception to this is new log book applications for members required to have a roll cage or chassis pre-inspection. A log book will be issued but the technical inspection label / sticker will not be issued until such time that a completed technical inspection form is sent to head office.

Step 4. Upon receipt of the log book and technical inspection sticker the vehicle owner must affix the sticker to the appropriate vehicle. The serial number written in the log book by Head Office must correspond with that as appears on the vehicle.

There is no option for the placement of the sticker on a vehicle different to that for which the Log Book has been issued.

This new system is in line with the requirements of the National Control Council. This system will see the fees for the log book and technical inspection charged directly to the applicant and any other payment noted.

Odd and even dates will no longer exist under this system as a technical inspection will be due at the same time as the log book expires.

In the initial twelve month / two year period there may be adjustments required as currently the stickers will expire in September 2010 and 2011. Alignment with currently issued log books will be required and may see an additional fee over and above that listed to be able to make the required alignment. The 2010/2011 ANDRA Rulebook has this amended information in the following related sections;

1.7 Vehicle Log Books

c) ANDRA will only issue a Vehicle Log Book to a current ANDRA Member who is the bona-fide legal owner, as stated on the Log Book Application. The Log Book application must be accompanied by the ‘Office Copy’ of a completed ANDRA Vehicle Technical Inspection form. The only exception to this will be log books issued for roll cage or chassis pre-inspections.

f) Cost of the Vehicle Log Book is $74 (GST incl.) for two years or $44 (GST incl.) with the Junior Competition Licence, issued to the listed Parent / Guardian only.

g) From August 2010 ANDRA will commence the introduction of a new process to align Log Book and Technical Inspection expiry dates. Competitors affected by the new system will be advised as their respective expiries fall due.

4.9.10 Technical Inspections

Technical Inspections must be carried out prior to application for, or renewal, of a Vehicle Log Book. The ‘Office Copy’ of a current and completed Technical Inspection form must be forwarded to Head Office when applying/renewing a Vehicles Log Book. Technical Inspection labels will be forwarded to vehicle owners only if these procedures have been followed. The following vehicles must undergo Technical Inspection every two years or on expiry of Vehicle Log Book.

NB: Information on the alignment of Technical Inspection and Log Book expiry dates may be found in section g) of 1.7 Vehicle Log Books (page 17).

The new system will take time to get used to, but rest assured that this is a simplification and as outlined sees the Technical Inspector having the ability to inspect vehicles at any time. The fee for the log book will now be $74.00 (GST incl.) and $44.00 (GST incl.) for Junior Dragsters. This fee will include the issuing of the Vehicle Log Book and Technical Inspection Sticker and appears in the 2010/2011 ANDRA Rulebook.

Please note that technical inspectors may charge a personal callout fee or travel allowance. This is negotiated directly between the Technical Inspector and the competitor. Due to processing time for log books tech inspections may not be undertaken with less than 1 week notice prior to an event.
